I added a new CDF to the Item Master. It appears on the Overview session, but not in the Details/Configurable Fields. What controls the fields showing up in here?

You need to add it manually in Personalize Form.

In so-called MMT sessions (a header with different grids below it), CDFs don't appear by default. As Ajesh already you need to unhide them in these type of sessions.

If you are using LNUI, one way of doing it is to
1. Start the session you want to personalize
2. Click setting icon at the top right corner
3. Choose Personalize Form
