I've created a maintain session(Overview Session), which contains business partners and address details from table tccom133, if i try to delete a record by selecting a record, the delete button was not enabled. is this because of the bpid (bp code,tccom100) and cadr(Address code,tccom130) having delete mode set as lookup(Restricted)?, in Std form commands the delete record(s) check box was also enabled. if i select multiple records delete button is enabled but if i click it says this address code used by business partner, how i can enable the delete button and delete the records?

I guess you can't delete the record. If you unlink the address code from the masters, the record will be removed automatically.

e.g If BP X has address A and B.

If you replace address B in masters (Sold To, Ship To ... Roles) it will delete the record of B from tccom133. But the standard won't allow you to delete the record as this address has a reference in other tables.

You have to remove the default address in the business partner master, which hold the reference and not allowing to delete the record.
