I believe I answered my own question on this.
For FP3, i did a dal.insert but it wouldn't generate the geo code. On Fp7, I didn't populate the geocode and did the dal.insert anyways and it generated the correct geo code. So maybe the generation of geocode is in the DAL. If so: nice!
