but in the copy of VRC B61T_a_bak → "copy to current P-VRC" error

It appears you do not have the directory permissions $BSE/application/tdB61T_a_dev/ftdpur0 where the form dump is written to.

Did you check the actual file? We have had cases where the file does not inherit the correct permissions, even though the directory has the correct permissions.
