I have similar access to a live system on one machine and a test system on another. I can happily copy a report to the current package VRC on the test system, but on the live system I get the error message 'You are not owner, you have no authorisation!'

Any ideas would be much appreciated.

Check and make sure that the reports are in the BSP group. Sounds like the reports were created with a different user. Also make sure owner, group and world permissions on the files are set correctly. You can look in the $BSE/application directory to find the files.

Apart from the above, check session Maintain Developer Authorizations By Package VRC {ttadv0141m000} in your live company and verify if the option "Authorization for Components Where No Designer" is Checked against your name. Most probably this option might be checked in your test environment but not in the Live one...
