I need to install Baan 5c on a Windows 2003 server which has MS Sql 2000. I was told that Baan 5c cannot be installed directly on Sql 2000.. is this correct? if yes how to upgrade to sql 2000 after installing Baan with Sql 7?

Just did an install on W2003/SQL2005 with no issues. Any recent install media/porting set should support SQL2000/2005.

If for any reason Baan5 cannot be installed directly onto SQL2k, then chances are high that it wont even support SQL7. Its all about the Baan Master CD and what databases does it support. So, check the sources from where you heard that its not possible and try and verify it with Infor or Baan5 installation documenation. If such a situation were to exist, you can cheat by just getting hold of an old Baan5 Master Cd for Windows2000(3)/SQL2000 and try installing.
