Any ideas on why....

A user logs into the terminal services session, then starts the worktop, if now, he stays in the login screen without logging in, the Terminal server locks the worktop application for all others users and does not allow anyone to login/proceed unless first, the user who is at the login screen either closes it or logs in.

Any help is appreciated.
