How does licensing work for localizations?

Say for example we have a 50 user license for std baan then buy a 20 user license for a localization.

I assume we will still get the max users reached when we have 50 user signed on but how does Baan control how many users are using the localization? Or doesn't it?

localizations aren't licensed separately as far as i've seen.

If there is an additional cost for them (which i don't believe there is..)
then it would likely be represented in an increase in license cost for all of your licenses.

I was told it was $250 /user and is separate to our existing contract.
