you can use the sesion ttaad2120m000 and delete all permisions to company to all users.

This can be done per user per company per package through session ttaad4130m000. Here you can set read-only rights.

Also u can change the user permissions in the $BSE/lib/ora/users
and change the permissions to 0 to all exept to you and the users that u want.

To restore normal permissions change the permisions using chmod 640 to all.
