Can we make changes on Base VRC that we have made?

I think this is a misnomer: You can not make a base VRC yourself. At least not in the Baan snese. A base VRC for example B40S... can not be changed, but also not be created.

If you mean the lowest VRC of a new custom module, then naturally you can change it.

P.S.: of course there is an exception to above rule, if you enter certain "secret" passwords into specific sessions to enable development in standard VRCs.

The things that i'm trying to do is to move all the packages from my live server to my testing server. Can anyone of you please explain to on how to do this things?

I do not think you really mean copy of packages but to clone your server (as to make a test server that is identical to the main one).
