Does anyone know what the correct procedure is for uninstalling a service pack.

You should clarify better, the header mentions porting set and the content service pack.
- A portingset is not uninstalled, you just re-install the previous version or, if you followed propely the portinsegt installation guide, you made a backup of certain directories like $BSE/bin, lib, etc... and just restore them back ;
- A service pack falls under the PMC patch/solution installations/uninstallations process, like any individual solution.

If you have a backup of the old Portingset: No problem. Just save the new one and copy the old on over it (or better move the new/actual directorys to a save place and copy your backup to the actual place).
It's (nearly) the same procedure like installing a new Portingset.
