Hi
I am on baan4c4 with SP18.Just now I validated the system.
But I could not start licence monitor either from run command or from ${BSE}\bin.

what could be the reason?
I can see the files licmon,licd in {BSE}\bin

Before anything, check your log files, a not start can be due to several reasons.
