I have problem with licence on test server. I testing SP 18 and webtop and mssql level 2 drivers. All was good until I was instaled level 2 drivers. After install them I get message error 515 (Licence error) on ttadv002000 in db_first and second error. And second message is Not licenced for MSQL level 2.

In licence6.1 file is name of our production licenced sever not test server.

The error you are getting is due to the fact that your Binary are not patch , In order to over come this error , You need ask SSA to generate Key for Level 2 drivers for Mssql specifically. I have faced a similar issue but this how i resolved it .
