One of my customers getting error "Io error On License server" even when the license service is down. The server cannot be revalidate.

Hum... looks like or a problem with the license server to read the license or a corrupted binary.
Check your permissions, check if the binary is not corrupted (bad sectors on disk or a real corrupted binary) - in this last case, you probably have to re-install the portingset (same version).
