Is it possible to kick out a user to free up a license. I want to be able to kick out a user when ever i need to.

Yes, "kill" his bshell processes using bschmd.exe, you can even rename his ufile to avoid him to be able to re-login again.
BUT make sure that he's not doing real work before kicking him so by checking the sessions he's running and if the ticks are counting (run bshcmd.exe or search in BB for its usage)
