if you are talking about "Short messaging service" then it is possible thru by ODBC by connecting a cellular modem with a mobile chip, which will receive the incoming requests and process it and send it back to the requester as a SMS.

There are variety of softwares available in the market which basically receive incoming requests from the registerd mobile user in form of SMS by connecting a modem (GSM/CDMA), and based on some defined keywords like "stock 3305AS289439" , the software will fire a query and fetch the records from the database (Oracle/SQL server) and finally sends the response to the registered requester.

We use smstools on linux connected to a GSM terminal (basically a big static mobile phone!). Although we onlly use it for outgoing, incoming is easily workable. See http://smstools.meinemullemaus.de/
