Is Oracle 9i already supported with BIVc4 ?
If so what is the minimum portingset ?

Oracle 9i is now supported - As of Porting set 6.1c.06.06.

Since this portingset is quite new, do you know if there are already release notes for it ?

I just installed it and I believe there are release notes available but I didn't bother with them myself. Ideally, you would want install SP9 as well.

The release notes should be there on the ftp site.

So far the only "catch" is to make sure you run ora_update, you'll see that ora8_srv is now linked to Oracle 8.1.7.2!

And like was said before Sp 9 is recommended, but at the very least, install the latest tools standards. If you were on 6.1c.06.02+ though, you should be ok.
