This is used to reduce the number of rescheduling messages.

based on these settings, only if the demand is above and below a particular limit (the percentage )defined, the system would generate a reschedule in or out message.

A difference in both settings can be useful if reschedule-in messages are more 'interesting' than reschedule-out messages (depends on your business model). In that case the factor will be set to 10% and 50% for example.

About rescheduling messages I think that I know following. Rescheduling messages are generated when the existing purcashe or production orders don’t meet actual requirments date. If some purchase order has earlier date then actual demand system will generate rescheduling-in message or if date is later system will generate reschedule out message. But I don’t know:
- The smoothing factor for reschedule messages must be entered as a percentage ( of what?)
- How it work?

The percentage is related to the safety stock of the item. It allows the system to 'work' with a certain percentage of the safety stock before generating a reschedule message. For example: the factor for reschedule-out messages is set to 30%, safety stock of an item is 100. Baan will accept an inventory on hand down to 70 before generating a reschedule-out message.
