Anybody knows where transaction date on 'PCS Financial Transactions by Project'(tipcs3500m001) comes from? This field seems random,sometimes take the date several months before.

It comes from multiple sources. It is the same date as used on the financial transaction and that one comes from the original transaction (receipt, adjustment, cycle count,..). If you are looking for a specific origin then it is maybe easier to point out the exact source.

I have got the solution.
The cost transaction date is refer to 'Project transactions during calculation' setting on project details session(tipcs2130m000)
Also can set up default on project control parameters.
