It means that you have no unallocated inventory that you can use for this Production Order. If you have Inventory on Hand it is allocated to something else.

Do you have any Inventory on Hand of this Item. What version on Baan are you using.

What the message is telling you is that you don't have enough Inventory to issue to the Production Order. You need to receive the Inventory or Cycle Count/Adjustment Order if you actually have the Inventory.
