I understand there is a setting to set a 'wait' period between purchasing and production. Currently Production Orders can be scheduled to be started the same day material for the order is due (delivery date on Purchase Order). How can I set up an offset.

It's been a while since i worked with BaanIV, but I believe if you put a value (in days) in the Safety Time field on the purchased item(s) you will get the buffer you're looking for.

Indeed you might consider setting safety time for relevant items.
For Purchase items MRP will use the buffer at the end of the throughput time, so it will generate orders x days before normal order date
For manufactured items, the end date of the advices will also be x days before normal del.date, so it is used as "slack" at the end of the order.
