we are in BaanIV c4.

Can someone answer us how the surcharges are allocated among the manufactured for a certain period production, not among the whole stock quantity available?

in Baan IV that's not possible, unfortunately. Surcharges always influence the standard cost price of the item, and *all* items on stock are valuated with there standard cost price regardeles of when they have been produced. (There is an exception of this rule when using lot control, but I do not think that this might be be applicable for your issue).
