I have observed that immigration.com portal looks more or less like our baanboard forum.

Is there any standard portal we can buy to start a forum???

Can anybody tell me what all we need if we want to start a portal, This forum looks good and I would like to implement this for our internal purposes.

The forum software is indeed the same: vbulletin (see http://www.vbulletin.com). For a full-fledged portal you will also require a portal front-end. Some popular open-source portal softwares are post-nuke (http://www.postnuke.com) and php-nuke (http://www.phpnuke.org). vBportal (http://www.phpportals.com) is a commercial portal that integrates seamlessly with vbulletin.
