Regarding the close year problem, may i maintain transactions in the year of 2002 but the current year of company parameters is still 1999.

Current Fiscal Year in Company Parameters will only change once the fiscal year if finally closed.
There is no problem in continuing transactions in year 2002 without clsoing 2001 finally.

I'm not sure why you are wanting to keep 1999 open, but yes it is still possible to continue entereing transactions in 2002.
