I have location control installed(IVc3), also want to handle no location whses. I am try to generete cycle count orders for no location control whses in ILC(because once is installed ILC it is no possilbe use INV for this task) no whse order is created at all.

As far as I remember you should be able to generate cycle counting order for the warehouses without locations (provided "last counting date" restrictions etc).
