Is it possible in BAAN IV to restrict users, who have access to session tisfc0102m000, from completing a specific operation?

You can use data restrictions facility in BaaN, but it is not recommended as a continuous query would be run by baan to check the data and then depending upon the data, controlling the access. So technically possible but practically not.
