Does anyone have experience with processing direct delivery sales orders when shipping to another country.

I am being told that BaaN cannot handle this.

We do this in Baan IV. I think what you might have been told is the documentation that should go with the shipment, or something else. Otherwise in Baan IV this is not an issue.
