Hi,
Try this.
1."Remove range of Application Locks".
2. Check Localization for the line items has been maintained properly.

There was no application locks found. Apart from this i would like to provide some more information.
If I insert new order line with same item code then there is no error at the time delivery confirmation.

The problem has been resolved now.
Order line level ship complete was 'NO' after changing to yes problem has been resolved

So - I assume you were trying for back orders or making partial delivery.

It was an Export Order and done partial delivery
