Is there a Baan session that allows you to process customer returns on a previously entered customer PO?

I guess you meant previosuly entered sales order. There is no session like that. The most common way is to create another sales order with negative lines.

Correct me if I'm wrong, there is a feature called customer approval in Ln that might address to your issue.
