at my comp we have implemented RPL for inventory movement
Is any report is available in baan IV c4 for checking the RPL order ( Replinishment order ) are open/closed status , and material issued agains this order.

For the first part (status), you could use the session Display Replenishment Order Status {tdrpl0511m000}..

As for the material issued against the order, did you mean how much was delivered and received against each order? If so then you could use Display Replenishment Order History {tdrpl1510m000} and if thats not what you meant then please clarify...

Although the above sessions are of type "Display", you could get their "Report" type counterparts in the Reports menu..
